Foreign Nationals Graduating Abroad: Foreign citizens who completed their high school education outside Türkiye.
Foreign Nationals in Special Schools in Türkiye: Foreign citizens who completed high school inside Türkiye only at Embassy/Consulate schools or MOBİS-registered international private schools.
Turkish Citizens & Dual Nationals Graduating Abroad: Turkish citizens, dual nationals, or former Turkish citizens (including Blue Card holders) who completed their entire high school education abroad through face-to-face learning (excluding TRNC).
Turkish Embassy Schools Abroad: Turkish citizens who completed their entire high school education at Turkish Embassy schools operating outside Türkiye.
TRNC Citizens: TRNC nationals who satisfy GCE A-Level results, TR-YÖS scores, or any of Özyeğin University's accepted international criteria.
Not Eligible to Apply
Turkish Citizens Graduating in Türkiye or TRNC: Turkish citizens (including dual nationals) who completed high school inside Türkiye or TRNC (Northern Cyprus).
Turkish Citizens in Embassy/International Schools in Türkiye: Turkish citizens who attended embassy high schools or MOBİS-registered international schools located within Türkiye.
Online & Distance Learning Graduates: Applicants who completed their high school diploma abroad via online or distance education programs (strictly not accepted by YÖK).
TRNC Citizens Without Accepted Qualifications: TRNC nationals who do not satisfy GCE A-Level, TR-YÖS, or Özyeğin University's recognized entry requirements.
Key Regulations & YÖK Guidelines
Mandatory Face-to-Face Education: YÖK explicitly requires physical attendance for high school diplomas obtained abroad. Distance/online learning programs are strictly ineligible for international student quotas.
TRNC High School Status for Turkish Citizens: For Turkish citizens, high schools in TRNC are categorized under domestic secondary education. Therefore, Turkish citizens graduating in TRNC cannot apply as international students.
